We're working on adding more smilies to the forum.
Regarding emoji, one can add them to ones posts like one normally does in a text message.

Where are the forum smilies? Ok, just found them. I'm happy to use the ones on my iPad.

Yeah, to use the forum smilies, you'll need to use the normal Post Reply button.
